BENGALURU: The Karnataka government has decided to bring a bill to protect the rights of domestic workers, following the model of the gig workers’ protection bill.

The proposed Karnataka Domestic Workers (Social Security and Welfare) Bill aims to provide social security, minimum wages and other benefits to domestic workers.

The draft bill also proposes penalties for those who engage in exploitative practices, such as forcing domestic workers into bonded labour or trafficking. The government has invited public feedback on the draft bill, which can be submitted within a month.

Key Features of the Draft Bill:

  • Employers must enter into a written agreement with domestic workers, outlining terms and conditions of employment.
  • Domestic workers are entitled to minimum wages and overtime pay.
  • Domestic workers should not work more than 48 hours a week, with provision for rest periods and annual leave.
  • Mandatory registration of domestic workers and employers with the state government.
  • Domestic workers are entitled to social security benefits, including maternity benefits and annual leave.
  • Employers who violate the provisions of the bill may face imprisonment up to three months.
  • A welfare fund will be created to provide financial assistance to domestic workers.

  • Karnataka State Domestic Workers Social Security and Welfare Council will manage and oversee the welfare fund for domestic workers.
  • The welfare fund will be financed through registration fees, a 5 per cent welfare fee on employers, and government grants.
