BENGALURU: After allegations of corruption in transfer of officials by the opposition BJP and JD(S), the Congress government in the state has come up with strict rules for the purpose. With this, MLAs may not be able to exert pressure on the government in transfer and deputation of officials.

As per the State Civil Services rules, an official can be moved to a position of equivalent rank and this cannot be extended beyond five years unless there is a special order. Also, placement to departments other than the parent department is restricted.

Now, the government has instructed all officials who are already on deputation to return to the parent department if they have completed five years. Appointments should be made keeping in mind the administrative interests and that too only if it is necessary and only where there is provision for in the recruitment rules. Promoting lower-grade officers to any higher position in any department on the basis of their own pay scale will not allowed, according to government sources.
