BENGALURU: Terming it a Deepavali gift for many property owners in Bengaluru, Deputy Chief Minister D K Shivakumar, on Wednesday launched a website where residents can get their B khata properties converted to A khata properties in the Greater Bengaluru Authority (GBA) jurisdiction.

The A khata registration process has been made available online through the official website, and can also be done through BengaluruOne, and KarnatakaOne centres. B khata holders can apply for A khata conversion online and the authorities will conduct site inspections starting November 1. A registration fee of Rs 500 and 5 per cent of the guidance value needs to be paid.

Applications have be submitted within 100 days to avoid increased rates. Approximately 15 lakh B khata holders are eligible for this scheme. The A khata will be issued only for the land, not for buildings constructed on it. The government aims to provide legal recognition and facilitate property ownership for Bengaluru residents through this initiative.

Speaking at the launch of the website and app, Shivakumar announced that the GBA area will soon see a revolutionary change with the conversion of B khata to A khata for properties. “This decision is part of the government’s guarantee to provide land rights to citizens. The government has approved the conversion process, and citizens can now apply online. The scheme covers properties within the GBA area, with different guidance value for sites up to 2000 sqmt and above”, he said.

Further, he said, “A khata will provide legal recognition, making it easier for property owners to access bank loans and other services. The government aims to complete the process within 100 days and penalties will be increased delayed applications. Approximately 15 lakh property owners are expected to benefit from this initiative”, he said.

Process for converting B khata to A khata for sites up to 2000 square meters:

  1. Log in to @https://BBMP.karnataka.gov.in/BtoAKhata using mobile and OTP.
  2. Provide the final B khata ePIC number and other required details.
  3. All property owners must verify their Aadhaar.
  4. The road in front of a site must be a public road or converted to one with consent.
  5. Both converted and unconverted sites (revenue sites) are eligible.
  6. Submit the application with site details.
  7. No fee is charged for application submission.
  8. Print the acknowledgement receipt.
  9. BBMP officials will conduct a site visit and verify details.
  10. Pay 5 pc of the site’s guidance value online if eligible.
  11. The application will be automatically approved after BBMP Commissioner’s approval.
  12. B khata will be automatically converted to A khata.

Process for converting B khata to A khata for sites larger than 2000 square meters:

  1. Submit an application through a registered architect or engineer on the official website.
  2. Upload necessary documents and site drawings.
  3. Pay an initial review fee of Rs 500.
  4. Submit the application online (flats are not eligible).
  5. BBMP officials will conduct a site inspection.
  6. Approval will be granted based on eligibility.
  7. Pay applicable fees.
  8. Upon payment, a single plot approval certificate and drawing will be released, and the B khata will be automatically converted to A khata.

Referring to Google’s announcement of setting up an AI hub in Andhra Pradesh, Shivakumar said, “If they want to leave, can we stop them? Let them go and gain experience.” He expressed confidence in Bengaluru’s appeal, stating that companies are drawn to the city’s culture and environment. “I am receiving business delegations from America and new universities are showing interest in setting up shop in Bengaluru. Andhra Pradesh may have offered special incentives to attract Google’s AI hub. “Let them gain experience”, he said.

Reacting strongly to Biocon chairperson Kiran Mazumdar-Shaw’s post on X, Shivakumar said Bengaluru has provided employment to lakhs of people and that those who have benefited from the city’s infrastructure and government facilities should be grateful.

“Criticism of the city is akin to betraying one’s own country. Those who benefit from Bengaluru’s role in providing employment opportunities and infrastructure should appreciate its contributions. Criticism should be constructive and not negative”, he said.
