BBMP to stop issuing khatas to single sites, layouts which don’t have approval

BENGALURU: The Bruhat Bengaluru Mahanagara Palike (BBMP) has taken a crucial step to control unregulated development in Bengaluru’s outer areas.

BBMP chief Commissioner Tushar Giri Nath directed officials to stop issuing ‘A’ or ‘B’ khata for single-plot properties that do not have the approval of the Planning Board, even if they have been converted to non-agricultural use. The BBMP order ensures sufficient public spaces for roads, parks, and amenities.

Tushar Giri Nath said, “The BBMP did not allow structures to be built in 5 acres of land. We have given all permissions and plans to developers without objections. Now, to get a building plan, they should get either single plot or layout approval from the planning authority. Accordingly, we are sending them to BDA to get approval. We can do Khata ‘B’ until we get Khata ‘A’. If they get single plot approval, they can get Khata ‘A’. There is no provision to construct buildings on farm lands. If buildings are under construction, we will not give any Khata”.

The Bangalore Development Authority (BDA) has created layouts without a proper master plan, and they are constructing the layout without leaving proper required space for basic facilities, such as parks, roads and drainage, and this is a problem. So if there is a layout plan from the BDA, the building can be built. Now the khatas distribution is stopped because the layouts are being constructed without a master plan, he explained.

The decision will impact properties in outer areas, where many unauthorized layouts exist. Builders and owners are confused, and applications are being rejected. The BBMP has refused to issue khatas, causing problems for property owners.

The move is aimed at preventing unauthorized development, enforcing regulated growth. The government may allow khatas distribution to resume soon. The aim is to prevent unauthorized site and layout development in outer areas and enforce regulated growth, he said.
