Minority youths to be encouraged to launch startups; Another Haj Bhavan in Bengaluru

BENGALURU: The state government has prepared an action plan of Rs 1,000 crore has been prepared under ‘Chief Minister’s Minority Colony Development Programme’. Minority youth will be encouraged to launch new startups through Karnataka Minority Development Corporation and an additional building in Haj Bhavan will be constructed in Bengaluru to provide with facilities and amenities to Haj pilgrims and their relatives, Chief Minister Siddaramaiah announced on Friday while presenting the budget.

For repair and renovation of Waqf properties and for providing infrastructure and protection of Muslim burial grounds an amount of Rs 150 crore has been provided. Classes from pre-primary to PU will be started in 250 Moulana Azad Model English Medium Schools on the model of Karnataka Public Schools in a phased manner at a total cost of Rs 500 crore will be formulated and an allocation of Rs 100 crore has been made in the present year, he said.

Select 100 Urdu medium schools with the highest enrolment run by the Education Department will be strengthened by allocating Rs 100 crore in the present year out of the total upgradation cost of Rs 400 crore for providing basic facilities Commerce stream will be started in 62 Morarji Desai Residential Schools for Minorities in the state in which PU classes were started in the year 2023-24, he said.

Under the Nutritious Food Scheme, food kits are being given to 47,859 families belonging to 12 Scheduled Tribe communities living in and on the fringes of forests at a cost of Rs 120 crore. Seventh standard classes will be started from 2025-26 in 78 Tribal Residential Schools established for promoting tribal education. Five residential schools in Chamarajanagar, Mysuru and Kodagu Districts will be upgraded to Class 12, the CM said.

Backward classes hostels will be provided with necessary infrastructure at a cost of Rs 50 crore. Own buildings will be constructed for 30 Post-matric hostels of the Backward Classes Welfare Department which are currently functioning in rented buildings, the CM said.

Minority Welfare

  • 250 Maulana Azad Model English Medium Schools to be developed like Karnataka Public Schools at a cost of
    Rs 500 crore; Rs 100 crore allocated.
  • 100 Urdu medium schools to be upgraded as Maulana Azad Public Schools, with Rs 100 crore allocated this year.
  • Rs. 1,000 crore allocated under the Chief Minister’s Minority Colony Development Programme.
  • Madaras students will be trained for SSLC with the help of NIOS.
  • 25,000 girls in 169 minority residential schools will receive self-defense training.
  • Rs 50,000 per couple to be given for Mass marriages for economically weak minority communities.
  • Buddist study academy will be started in Bengaluru.
  • Rs. 1 crore for upgradation of library at the Mahabodhi research centre.
  • 16 new womens college will be started.
  • Rs 100 crore provided for repair & protection of Waqf properties and Muslim burial grounds.
  • Rs. 250 crore allocated for Christian community development.
  • Honorarium to be increased for Jain Priests, Sikh Chief Granthis, and Pesh-Imams: Rs. 6,000/month; Assistant Granthis and Muezzins: Rs. 5,000/month.
  • Rs 2 crore allocated for infrastructure in Gurudwaras across Karnataka.
  • Minority students taking KEA professional courses will get 50% fee reimbursement (up to Rs. 5 lakh).
  • The National Foreign Student Scholarship for minorities will be increased from Rs. 20 lakh to Rs. 30 lakh.

Social Welfare

  • In 2025-26, Rs.42,018 crore is allocated under SCSP/TSP including Rs.29,992 crore for SCSP and Rs. 12,026 crore for TSP.
  • Reservation limit for SC, ST, and other backwardclasses (Category 1, 2A and 2B) contractors in public works contracts will be increased to Rs 2 crore; Reservation up to Rs; 1 crore will be provided for procurement of goods and services from contractors from these communities.
  • Under the Pragati Colony Scheme, Rs. 222 crore is allocated for 2025-26 to complete these works.
  • 31 residential schools of SC, ST and Backward classes to be upgraded to PU colleges.
  • 26 new SC/ST residential schools will be started in hoblis.
  • New buildings will be constructed for 61 KREIS residential schools at Rs. 1,292 crore and Rs.213 crore for providing basic infrastructure in KRIES schools.
  • 34 hostels will get own buildings for Rs 238 crore.
  • Scholarships will be given to SC students enrolling in 100 top national institutions for graduate/postgraduate studies.
  • Students from SC and ST in Govt. and private medical & engineering colleges will receive Rs. 3,500 per month for hostel expenses.
  • Rs. 488 crore is allocated to corporations under the Social Welfare Department.

Scheduled Tribe Welfare

  • 7th standard to start in 78 Tribal Residential Schools and five residential schools will be upgraded to Class 12.
  • 20 new Scheduled Tribe Post-Matric Hostels will be started.
  • Rs.5 lakh working capital subsidy will be provided for each LAMPS.
  • Rs.200 crore allocated for tribes living in forests for providing infrastructure.
  • Special recruitment for 13 tribal communities to join State Civil Services.

Backward Classes Welfare

  • Rs. 50 crore for improving infrastructure in backward class hostels.
  • Corporations under the Backward Classes Welfare Department will receive Rs. 422 crore in 2025-26.
  • Own buildings to be constructed for 30 post-matric hostels currently in rented buildings.
  • Unemployed youth from backward classes will receive up to Rs. 3 lakh to buy electric four-wheelers or start food kiosks.
  • D Devaraja Urs Residential Schools to be set up in all four revenue divisions for 46 nomadic and semi-nomadic communities.
  • Rs 28 crore will be spent on phased development works in Sangolli and Nandagada under the Kranthiveera Sangolli Rayanna Authority.
  • Rs 15 crore for 31 new post matric hostels.
  • Rs 25 crore will be provided for repairing backward class hostels.
  • Rs 100 crore will be allocated for developing nomadic and semi-nomadic community colonies, providing land ownership, and skill training.
  • Two fully equipped hostels for IAS, IPS, KAS, KSPS aspirants will be built in Bengaluru.
  • 20% of industrial land under KIADB will be reserved for Category-I, IIA, and IIB communities, with a 1-year payment window.
